JOB SUMMARY

Monitoring operational processes to ensure high efficiency and productivity on time, safely and effectively, while complying with safety and quality standards. The operations engineer is present in the terminal during the shift period and is responsible for all operations and is responsible for everything in the terminal during the shift period (activities, people).

JOB DESCRIPTION / Main Tasks & Duties

ROLE AND RESPONSIBILITIES

  • Managing and leading the operation on the terminal
  • Coordination with the logistics department and translates these into detailed working plans to enable the field operator, control Room Operators and Loading/ unloading Supervisors to proceed in a safe and efficient manner.
  • Optimizes resources available to complete operational activities within the minimum time required.
  • Monitor the tank levels and make other quantity and time calculations as necessary to ensure correct volumes.
  • Along with the Inventory, it analyzes quantity variances for all product movements to validate apparent gains/losses, find and correct calculation errors, if any, and control product variances. Witnesses shore tank gauging to ensure correct measurements, whenever required.
  • Make quantity calculations, confirm accuracy with third-party inspectors, prepare, signs, issues and files the required documentation.
  • Monitors all Control Room and field activities. Control records and staff performance to ensure that a high standard of work output is maintained and that all data records are accurate.
  • Ensures that all Operators are equally knowledgeable in performing their assigned tasks and responsibilities by mentoring and training them.
  • Informs the Operations Manager of operational plans to be followed together with the manpower planning and distribution. Makes periodic checks of site to confirm line-ups are correct.
  • Assists with incident/accident investigations, prepares formal written reports, proposes corrective and preventive actions for immediate submission to Management.
  • Ensures that the requirements and conditions of the Work Permits for contractors and Terminal personnel are in place. Upon verification, authorizes commencement of work.
  • Follows the progress of maintenance works which are underway, checks and confirms that equipment is returned to service after maintenance work.
  • During an emergency case, assumes the responsibility of the first-response Incident Commander until relieved by a higher authority. Makes decisions on how to deal effectively with the emergency using available equipment and manpower to contain and/or minimize the emergency.
  • Comply with all safety, environmental, health and fire prevention rules and procedures defined and set out by the company.
  • Any other reasonable duties may be assigned.
  • Vessel discharge operation (AOT):
  • Receipt bills of lading by the logistics department, indicating the quantities to be received and distributed to the tanks.
  • Prepare the agreement indicating the quantities to be received, and all needed parameters.
  • Supervise and follow up the readiness of the pipelines (lineup) for transferring cargo from the ship to the shore tanks.
  • Match the received quantities with the bills of landing.
  • Sign up the vessel’s documents.
  • Coordinating with external surveyors and monitoring their work
  • Preparing letters for vessels in case of any violation and informing the Logistics Department to contact the owner.

Qualifications

 

Educational Qualification

Bachelor’s degree in engineering, preferably in Chemical or Mechanical Engineering.

Years of Experience

2-4 years of relevant experience
